About ITETPS
The Institute of Transport Economics and Transport Policy Studies (ITETPS) is a research center at the HSE which was founded in 2011 to provide research, expert analysis and consultancy for government and non-government organizations and other entities.
ITETPS brought together:the experts of group, which formulated the “Strategy 2020” –the development plan of national transportation system;The specialists in transport traffic modelling from Keldysh Institute of Applied MathematicsThe scientists from The Moscow Aviation Institute, the Moscow Automobile and Road Construction State Technical University and other leading institutes.
The institute of transport economics and Transport Policy Studies enjoys the status of the Center of perspective researches (since 2015)
Since 2018 Institute is the part of the HSE Faculty of Urban and Regional Development.

Centre for Research of Urban Transport Problems
Centre Director: Konstantin Trofimenko (Candidate of Sciences)
Centre was created in January 2013 by a group of researchers specialising in urban transport systems.
Main research activities;
- Studying how urban transport systems evolve and the way it influences urban environmental development;
- Drawing up conceptual (concepts, strategies, master plans) and formal (transport sections of general plans and development projects etc) transport planning documents for cities in general and for specific urban areas;
- Providing expertise for urban transport system development projects.
Centre for Transport Modelling
Centre Director: Alexander Kulakov
The Centre conducts research and projects on transport planning and the organisation of roads in the regions, cities and local parts of the transport network using transport modelling hardware and software packages.

Carry out basic and applied research for major transport companies and federal and regional government departments, prepare expertise, provide consulting, analysis and consulting services in:
- Evaluation of future and current effects of the transport infrastructure on social and economic development of cities, regions and countries;
- Mechanisms for financing transport infrastructure;
- Evaluation of transport investment projects and programmes;
- Transport services pricing;
- Monitoring the current state of the transport services market and its segments. market research;
- Improving the organisational-economic mechanisms for building transport infrastructure;
- Economic stimuli to develop cargo and passenger bases;
- International cooperation on transport
